Service Reliability on 94 Wellesley: September 2021

This article continues a series reviewing service quality on some of the TTC’s shorter routes.

Apologies to my regular readers who must be saying “Oh No! Not More Charts!” My intent here has been to show that poor service quality affects many routes and time periods, and occurs even on relatively simple shorter routes in the network.

When the TTC’s IT systems all come back online, I plan to continue with another (smaller) group of short routes: 12 Kingston Road, 62 Mortimer, 64 Main, 87 Cosburn, 92 Woodbine South, 121 Esplanade/River and 124 Sunnybrook. Later in the year I will return to major routes including some I have not reviewed recently or at all including: 7 Bathurst, 41/941 Keele, 43/943 Kennedy, 68/968 Warden, 89/989 Weston and 95/995 York Mills.

Overview

Route 94 Wellesley operates with both a short and long version:

  • The 94A operates over the full route between Castle Frank and Ossington Stations.
  • The 94B operates on the eastern half of the route between Castle Frank and Wellesley Stations except during evening periods on all days.

September 5 brought new schedules and improved service during many time periods.

When there are two branches, they have a common headway and are supposed to be blended. During certain periods, buses are scheduled to alternate between the branches (any time in the table above where there are “half buses” allocated to a branch). This makes both services vulnerable to disruption when there is a missing bus, or a delay/interruption on the western branch throws buses there off schedule.

All of the problems we have seen on other routes are present on 94 Wellesley including:

  • Buses missing from the scheduled service leaving gaps.
  • Traffic congestion that is sometimes predictable, but sometimes much worse than usual, with schedules that cannot accommodate the disruption.
  • Headways that are dispersed widely beyond the target range implied by the TTC’s Service Standards.
  • Buses running in pairs (or worse) for extended periods on a route that does not have many vehicles overall.
  • Irregular headways caused by two services that are scheduled to blend, but which do not do so reliably at many times.

Transit Service Reliability on Short Routes

A common theme in these pages is the TTC’s constant problem with providing reliable service. Many problematic routes lie outside of the core on long east-west routes that must deal with varying traffic conditions, the difficulties of blending branched services, and a faster return of demand and post-pandemic traffic levels than in the central area.

These are not excuses for poor service, but at least represent some of the challenges faced. This is not true for short routes primarily in the old City. For these routes, a trip between Eglinton and Lake Ontario is comparatively long, and some reach only a few kilometres from Line 2 Bloor-Danforth south.

They should be routes that run like a clock, but they suffer many problems seen on their longer cousins outside of the core. If the TTC cannot operate these reliably, how can we expect them to fare with behemoths like east-west routes on Lawrence or Finch, or routes from Line 2 north to Steeles and beyond?

A factor among many of these routes is that service is not particularly frequent. If there is a bus missing, or pack of buses running together (effectively the same thing), the gap is wide. The added waiting time (assuming a rider bothers) can be greater than the time they will spend riding from point “A” to “B” on the route. Waiting times hurt transit because riders see them as unproductive, and this can be compounded by uncertainty about the next bus’s arrival and capacity.

Here is an overview of service frequencies on these routes during selected periods. Some of these have 10 minute or better service during some periods, but many do not.

Common problems on these routes include:

  • Buses running in groups of two or more.
    • In some cases, pairs of buses run together over the course of two or more trips indicating that there is no effort made to evenly space service.
    • For branching services, buses on each branch do not blend evenly where the branches combine.
    • In the worst case situations, all of the vehicles on the route are running as a pack.
  • Buses missing from service, with the remaining buses not spaced to account for the gap. In some cases, a route is served by only one bus when there should be two or three.
    • Missing buses are most common during evening and weekend periods when spare operators are harder to come by, in part because many of the “run as directed” operators are used for subway replacement services. Because TTC has fewer operators than crews in some cases, there are open crews that are only filled if there is a spare operator available.

Although the TTC has standards defining what constitutes acceptable service, almost none of these address the problems listed above. That is because:

  • Buses can be running close together but still be “on time” according to the service standard.
  • There is no standard that addresses gaps and bunching explicitly.
  • There is a standard related to missed trips, but no statistics have ever been reported for it.
  • The standards accept a wide range of exceptions with a goal of achieving targets only 60% of the time. There is no reporting of the proportion of service lying outside the standard even if it would be within the target.
  • There is no co-relation of vehicle crowding with service reliability.

To put it quite bluntly, these so-called standards allow management to claim to operate the system to “Board approved” targets, even though the TTC Board members probably have no idea of just how lax these standards actually are.

In turn, when riders complain, they are often told that the service is operating within standards, and that where there are problems, “run as directed” buses are dispatched to fill the gaps. This is simply not possible because there are not enough RAD buses to fill all of the holes in the service. Moreover, the TTC does not track or report on the usage of these buses to establish that they really do provide the benefits claimed for them.

TTC management hopes to lure riders back to buses, but the single most common complaint is that more service is needed. Part of “more” service involves simply running what is already there better. There is no point in advertising frequent service if what is actually on the street is anything but.

When they were approved, there was a staff presentation that set out the standards but did not actually explain what they might allow. The Board nodded in approval of something technical that looked impressive, but was clearly beyond their ken. The old Razzle-Dazzle works every time.

TTC Service Changes: September 5, 2021

September 2021 will see expansion of TTC service in anticipation of returning demand including in-person learning at schools and universities. Many express bus routes will be improved or enhanced.

In a reversal of past practice, schedule adjustments for “on time performance” will actually reduce rather than add to travel times in recognition that buses do not need so long to get from “A” to “B”, and that they can provide better service running more often on their routes than sitting at terminals.

TTC Service Changes Effective June 23, 2019

The TTC will make several changes in its service on June 23. Many of these are the usual summer service reductions, but others will see changes for construction projects, to improve reliability on some routes, and to redeploy the streetcar fleet.

Subway

On 1 Yonge-University-Spadina, the dispatching of trains will change to increase the use of the north hostler track and exit from Wilson Yard (all days), and to restore the full capacity of Davisville Yard following expansion of the carhouse (weekdays).

On 2 Bloor-Danforth, a gap train will be dispatched from Greenwood or Keele Yard in the AM and PM peak as needed to fill service gaps. There will also be the usual summer service reduction on this line.

On both routes, crew procedures at Finch, Vaughan, Kipling and Kennedy will be changed to single step-back operation.

Streetcars

The 501 Queen car will be formally scheduled as a low-floor route entirely with new cars. In recognition of their larger capacity, headways will be widened somewhat, but not on the scale Toronto saw when the two-section ALRVs replaced the CLRVs on a 2:3 ratio with correspondingly wider headways. Although in theory the scheduled capacity remains the same, the actual capacity could fall because new larger cars have already been operating on the shorter CLRV headways. I will explore this in a separate article.

Night service will be improved on 301 Queen to reduce overnight storage needs with the large number of new cars now on the property together with remnants of the old fleet, and the partial closure of Roncesvalles Carhouse for reconstruction. This continues a change introduced on 304 King in May.

CLRVs will continue to operate on the Long Branch segment of the route. This is expected to change to low-floor operation in September. The peak period trippers that run through from Long Branch to/from downtown will be dropped, but will return in the September schedules.

The 511 Bathurst route will revert to streetcar operation. The exact mix of cars will depend on availability and day-to-day decisions about allocation. The service memo shows a small allocation of ALRVs to the route, but these could turn out to be Flexitys instead just as happened on 501 Queen. (Click to expand the table below.)

Leslie & Eglinton

For the summer months, Leslie Street will be closed at Eglinton, and a temporary loop will be created north of the intersection. This will be used by 51 Leslie and by some of the 54 Lawrence East service. Weekdays from 5:15 am to 9 pm, and weekends from 8 am to 7 pm, the Starspray and Orton Park branches will terminate at the Leslie/Eglinton loop, and there will be a separate service running from Eglinton Station to Lawrence East Station via Don Mills & Eglinton. Outside of these periods, the Starspray and Orton Park services will run to Eglinton Station via Don Mills, and a supplementary shuttle will run from Leslie/Eglinton to Lawrence/Don Mills as part of the 51 Leslie route.

All 51 Leslie service will terminate at Leslie/Eglinton.

The 954 Lawrence East Express is not affected.

Service on 34C Eglinton East to Flemingdon Park will be increased slightly to offset changes to 54 Lawrence East.

Lawrence Station

Because of construction at Lawrence Station, part of the bus loop will be closed for paving and the 52/952 Lawrence services will loop via the east side of the station. Service on 124 Sunnybrook and 162 Lawrence-Donway will be extended west and north to Roe Loop on Avenue Road. Transfers between these routes will move to surface stops.

Wellesley Station

Construction at Wellesley Station will complete and the 94 Wellesley will return to its normal operation with its eastern branch terminating there rather than at Queen’s Park.

Royal York Station

Buses were planned to return to Royal York Station on May 24, but the schedules will not formally be revised until August. Interlining of 15 Evans with 48 Rathburn, and of 73 Royal York and 76 Royal York South, will continue until then.

Bay Bus

Service on the 6B short turn at Bloor will be discontinued during the peak period and all buses will run north to Dupont.

Dufferin Bus

All service will terminate at Dufferin Loop rather than at Princes Gates due to frequent summer events that make bus operation through Exhibition Place difficult.

Road Construction in Scarborough

Several routes will be affected by road construction projects.

Danforth Road from St. Clair to Danforth Avenue:

  • 113 Danforth

Midland Avenue from Danforth to Lawrence:

  • 20 Cliffside
  • 57 Midland

Brimley Road from Progress to Huntingwood:

  • 21 Brimley

Huntingwood Drive from Kennedy to Brimley:

  • 169B Huntingwood

20190623 Service Changes

TTC Service Changes Effective Sunday, April 1, 2018

April 2018 brings several adjustments to TTC schedules, but nothing like the upheaval of February’s streetcar/bus changeovers or the subway opening of December 2017.

After a long absence, streetcars will return to The Queensway subject to construction at Humber Loop reaching a point where this is physically possible. Schedules on the 66 Prince Edward and 80 Queensway buses will revert to the pre-construction route configurations with the following effects:

  • 66A Prince Edward buses will terminate at Humber Loop rather than running east to the on street Ellis/Windermere loop.
  • 80B Queensway buses will terminate at Humber Loop rather then at Keele Station late weekday evenings and on Sundays.

The TTC’s service memo does not set out the arrangements for the 501L buses to Long Branch connecting with the 501 streetcars, or where the east end of the bus shuttle will be. Details of the bus operations will be announced closer to the start of the new schedules.

Through 501 Queen streetcar service to Long Branch will be scheduled for the May 13, 2018 board period.

The 512 St. Clair streetcar will become an officially low-floor route with all off-peak service designated to receive Flexity cars. Peak period extras will become fully low-floor as new cars are available. The service frequencies are almost identical to the current schedules.

As approved in November 2017, two routes will lose late evening service because their ridership is below the 10 riders per bus hour standard. These are:

  • 5 Avenue Road all days
  • 169 Huntingwood weekends

The 73B Royal York to La Rose Avenue branch will lose its weekend late evening service at the end of 2018 when construction at Royal York Station and the current interline between the two Royal York routes (73/76) ends.

The 94 Wellesley bus will lose its direct subway access at Wellesley Station during elevator construction. The 94B service which normally terminates at this station will be extended to loop around Queen’s Park as 94C. On street stops at Yonge and Wellesley will require transfers for token/ticket/cash users as at other stations where surface routes do not have a closed connection to the subway. This arrangement is expected to last until December 2018.

Minor changes in routes serving Pioneer Village station will ensure that last buses provide a connection with the last northbound subway train.

Several routes have minor changes in service levels and/or running times for construction (Metrolinx projects), adjustments to demand and correction of timings to match actual conditions.

6 Bay and 94 Wellesley Service Analysis for January 2016 (Part II)

In previous articles, I reviewed the operation of 6 Bay and 94 Wellesley for the month of January 2016. This post updates that review with a different way of looking at headway statistics over the route and by time of day. The new chart format consolidates information previously shown only in separate chart sets.

In earlier analyses, I presented information for headways (the time interval between vehicles) at a point over a month in charts like this:

6 Bay Headways at Charles St. Southbound

This set of charts includes several pages of detail showing individual vehicle headways, day-by-day, with statistics for the entire month at the end. This is useful for looking at behaviour at a point, but another way to summarize the data is to bring the stats for all timepoints on the route onto a single set of charts.

The new charts use the data shown on the weekday, Saturday and Sunday statistics pages from each timepoint set (such as the one linked above) and merge them on a single chart for each direction and type of day.

On each chart, the average headways are shown as solid lines while the standard deviation values are dotted and use a lighter version of the same colour as the corresponding averages.

The first page for 6 Bay shows weekday statistics from the south end of the route at Jarvis & Queens Quay to the north end at Bedford & Davenport. The line for Bedford (purple) breaks away from the other values because half of the service is scheduled to short turn at Yorkville during the peak periods. Generally speaking, the averages for each timepoint will stay close to each other except during transitional periods between service levels (the change does not necessarily complete within the same hour over the entire route) and in the case of major disruptions or diversions.

What the charts show, however, is the magnitude and evolution of the standard deviation in headways along the route. This is a value that measures the degree to which data values are close to or scattered around the average value. If the SD is low, then most of the individual values are close to the average, and therefore the headways are all close to the average value. If the SD is high, then headways are erratic. The average may be well-behaved and fit the schedule, but times between individual vehicles can vary considerably. Typically, about 2/3 of the data points will lie within one SD either way of the average. Therefore, if the average is 5 minutes, and the SD is 8 minutes, 2/3 of the data points lie between 2 and 8 minutes. The rest are beyond this range.

This has some relation to the TTC’s own goals for headway reliability. Until fairly recently, vehicles were considered to be “on time” if they were within 3 minutes of their scheduled time. On occasion, the TTC would report this value relative to scheduled headway, rather than to the timetable, to acknowledge that riders care more about reliability than the “on time performance” of individual vehicles. This measure has been replaced with a new target in which vehicles should leave terminals no more than 1 minute early and no more than 5 minutes late. This is ostensibly the same 6 minute window, but with three important differences:

  • The measure is always to timetable values, not to headways. Service can be operating on a regular spacing, but be off schedule, and therefore rank poorly. However, “on time” performance is a TTC goal because it minimizes overtime payments.
  • The measure is only at the terminal point on the assumption that if service begins its trip in good shape, this guarantees reliable service further down the line.
  • Measurement at the terminal will expose excessive short turning because vehicles that do not reach the terminal cannot be counted as part of the “on time” metric.

This sounds good in theory, but the idea runs aground on two important factors.

Analysis of Service on Route 94 Wellesley Bus for January 2016

This is the second of two articles reviewing the operation of a comparatively short downtown bus route to see how it behaves in comparison to longer and busier routes. The first article covered 6 Bay for the same period.

The schedule for 94 Wellesley was adjusted in September 2015 to provide added running time, and to improve service so that the eastern part of the route was in the “10 Minute Network”.
