Toronto’s departing City Manager Peter Wallace has left us with a plan, or rather a report that sets out many problems with city finances and options for dealing with them. It’s an indictment of eight years of head-in-the-sand, keep-taxes-down stupidity.

But of course he’s too polite to say it just that way. I am not.
