Russell Carhouse: Eastern Avenue Reconstruction (Updated November 20, 2015)

The ladder track at the south end of Russell Carhouse is being completely regraded and replaced in a project that will consume a few months. This is a joint project with the City of Toronto who are replacing a storm sewer that runs along the northern side of Eastern Avenue.

The track will not only be replaced, but it will be separated from a new sidewalk, and the track elevation will be changed to reduce the effect of turning and climbing at the same time into the tracks at the carhouse.

Eastern Avenue will be one lane each way in the new configuration. Because parking is allowed in curb lanes east and west of this area, a two-lane road is all that is needed to handle typical traffic volumes.

Removal of the existing track is, as of June 2, complete. Carhouse operations are more complex than usual with cars having to back into their storage and maintenance locations. Originally, the TTC would have had Leslie Barns at least partly available for storage, but that site and its access track are still under construction.

The original ladder track on Eastern Avenue was further south. The change is visible in these construction photos from 1928 provided by John F. Bromley from his collection.

Another Delay For Leslie Street (Updated August 7, 2015)

Updated August 7, 2015 at 6:00 pm: Leslie Street will reopen to traffic using the completed streetcar lanes and the west curb lane on August 8. Work will continue to rebuild the east curb lane and sidewalk.

The seemingly endless work to rebuild Leslie Street south of Queen as the access route to the new Leslie Barns hit another setback with the discovery that a section of track was installed at the wrong elevation. This affects the road profile, drainage patterns and the access to an adjacent condo where residents had expected they would be free of side effects beyond the nuisance of construction.

A surveying error by the contractor, Pomerlau Construction, who have responsibility for the entire Leslie Barns project, caused about 60m of track just north of Eastern Avenue to be installed roughly 9cm above the correct level.

Bombardier Recalls Workers, Staffs Up For Production at Thunder Bay

tbnewswatch reports that Bombardier has recalled all employees temporarily laid off earlier in 2015 (more than 80), and hired 50 additional to work on its Light Rail Vehicle and Bi-Level car production. Both of these have been delayed with supply-chain woes.

I look forward to an updated delivery schedule for the TTC’s Flexitys, and will report on this as soon as news is available.

Leslie Street Update

Track work on Leslie Street linking from Queen Street south to the new Leslie Barns is finally underway on the last remaining blocks of this project.

New Streetcars Come To Harbourfront

With the shutdown of the Spadina line for track work, the Flexitys have shifted to the 509 Harbourfront route. Here are a few images of these cars in a new context.

TTC Board Meeting March 26, 2015 (Update 2)

The TTC Board met on March 26, and considered a meaty agenda that begins to address some important policy issues.

In a previous article, I wrote about the Spadina subway extension project update. This will undoubtedly be the main attraction both for board members and the media. Other items of interest include:

TTC 2015-2024 Capital Budget: Streetcar Infrastructure

The TTC’s Capital Budget includes ongoing programs to replace worn streetcar rail as well as to upgrade the overhead power distribution system for compatibility with the new Flexity LRVs.

Replacement of streetcar track with infrastructure built to new, robust standards is almost complete on the main lines used by all routes. What remains are sections used for diversions and short turns.

Tangent track on Spadina south from College that was installed for the resumption of streetcar service in 1997 is scheduled for replacement in 2018. The table and the map differ on whether this work will end at Queen or at King. In any event, this will be the first major track replacement over a section constructed to new standards, and only the surface layer (track down to the tie attachments) should have to be removed.

Replacement of overhead contact wire with thicker 4/0 gauge is also well underway, as is the replacement of feeder cables, some of which are very old and are shedding their insulating covering. Intersection and yard upgrades will, together with the new tangent wire, make the system 100% pantograph compatible. When the last of the cars using trolley poles has been retired, the overhead can be further adjusted to remove pole-specific hardware and simplify future maintenance.

City of Toronto Budget Amendments 2015 (Updated)

At its meeting of March 11 and 12, 2015, City Council passed a few budget amendments affecting the Toronto Transit Commission. Some of these reflect a sense that the TTC has not been “minding the store” quite as well as it claims, and a little belt tightening is good for any organization. Others address specific concerns that, quite frankly, should have been on the TTC’s agenda before now, but were buried under the rapid transit debates.

The motions address the following topics:

  • Additional Streetcars
  • Automatic Train Control
  • Waterfront West Transit
  • TTC Staffing and Project Management

4405 Arrives On Spadina

Car 4405 made its revenue service debut today, March 2, 2015, on route 510 Spadina joining 4400, 4403 and 4404 already on that line. (4401 and 4402 are prototypes that have yet to be retrofitted for public service.)

I together with all the riders who yearn for improved capacity on the streetcar system look forward to the day that each new car’s delivery is not cause for its own article.

TTC 2015-2024 Capital Budget: System Expansion Projects

The TTC’s Capital Budget generates much debate over a few items, but there are many, many projects at the detailed level. Understanding those details puts the debate over transit spending, operations and expansion in a better context. This and following articles will look under the covers of the Capital Budget. I will start with the expansion projects because these have seen so much debate, but will turn to the more mundane parts of the budget that keep the wheels turning.

The projects discussed here include:

  • The Toronto York Spadina Subway Extension (TYSSE) to Vaughan Metropolitan Centre
  • The Scarborough Subway Extension (SSE)
  • Various Waterfront proposals

Neither the Downtown Relief Line (DRL) nor the Yonge extension north to Richmond Hill is included because these are not yet official projects.
