King Street Service Update: June 2016

The City of Toronto is about to launch its review of how King Street “works”, and Chief Planner Jennifer Keesmaat has an op-ed in the Star, It’s time to reimagine Toronto’s streetcar ‘King’.

Both for personal interest and as part of my work for the TTC and City of Toronto on the behaviour of streetcar routes, I have been following the 504 King route for some time using TTC vehicle tracking data. This article updates the consolidated stats in anticipation of the King Street project with data to May 2016, and looks in detail at some of the current information from that month including vehicle speed profiles.

TTC Service Changes Effective June 19, 2016

Many changes will affect TTC operations with the onset of summer schedules for 2016. These include both the usual seasonal changes to service levels, several construction projects affecting routes, and the restructuring of routes serving the waterfront.

The 514 Cherry streetcar route begins operation running via a short spur south from King to Distillery Loop. Initially this will run with a mix of Flexities and CLRVs pending an increase in the fleet of new cars. Eventually track on Cherry will extend under the rail corridor and south into the Port Lands, but that is a project still years away and subject to the usual wrangling at Council about capital spending priorities.

In the 2016 Budget, the TTC Board and Council chose not to fund the new service with additional money, and so this operation will be implemented by cutting service on the outer ends of the 504 King route. Peak service will operate every 8-9 minutes, and off-peak periods, the line will operate on a 15 minute headway with five cars. A blended service on King is impractical given the large difference in frequencies between the 514 and 504 routes. Whether the Cherry cars actually pull out onto King into gaps and carry passengers, or merely slip in behind King cars and let them do the work remains to be seen.

The 172 Cherry Street bus has been replaced by an extended 72 Pape over a new route serving Queen Quay East, and by a new 121 Fort York – Esplanade bus that will operate on, at most, 15 minute headways, a considerable improvement over the former 172 Cherry.

The TTC continues its program to remove Sunday Stops from the system with removal of stops at the following locations.

Streetcars Return due to Bus Shortage

With the onset of construction season, and despite the summer service cuts, several streetcar routes will be partly or completely replaced by buses: 512 St. Clair, 511 Bathurst, 506 Carlton. This will be offset by the return of streetcar service to the 502 Downtowner and 503 Kingston Road Tripper lines, as well as full streetcar service on 504 King with no bus trippers. Service will likely revert to combined streetcar/bus operation in September thanks to the late deliveries of new Flexity streetcars by Bombardier.

Construction Work on College Street

Several projects on College Street West have been timed to occur over the summer of 2016.

  • Special track work replacement at Bathurst and at Lansdowne
  • Removal of safety islands at Bathurst eastbound and at Bay Street both ways
  • Expansion of the safety island westbound at Bathurst
  • Water main upgrades on College and on Lansdowne
  • Streetscape improvements on College

The effects of these will be:

  • 506 Carlton will operate with buses in the west and streetcars in the east on weekdays, and with buses over the entire route on weekends. The weekday services will overlap between Church and Bay. This will continue throughout the summer.
  • 47 Lansdowne will divert around the construction area via Dufferin Street.
  • 511 Bathurst will be operated by buses until the next schedule change at the end of July diverting around construction via Spadina between Harbord and Dundas.
  • The 509/511 bus shuttle on Fleet Street will be replaced by the 511 bus service.

When streetcar service returns to Bathurst Street, the cars will operate into Exhibition Loop so that through service is provided until the Labour Day weekend. In September/October, service will be cut back again to Fleet Loop for a track replacement project in Exhibition Loop.

St. Clair Construction

Major construction work at St. Clair and St. Clair West Stations will require removal of streetcar service over the summer and early fall. The approach ramps at St. Clair West were not rebuilt during the line’s reconstruction, and the track must be replaced. The entire 512 route will be operated with buses through the summer, and streetcars will return from St. Clair West to Keele in September. Full streetcar service will resume on the Thanksgiving weekend in October.

Buses will not be able to enter either station during this project. At St. Clair Station, all bus service will loop on street via Avoca, Pleasant Boulevard, Yonge and St. Clair with transfer connections at the Pleasant Boulevard entrance. At St. Clair West Station, the 90 Vaughan bus will be extended south to Bathurst Station, and routes 33 Forest Hill and 126 Christie will be interlined. All buses will make an on street transfer connection at St. Clair West.

Broadview Station Construction

The bus loop at Broadview Station will be rebuilt over the summer and all bus services will loop on street via Erindale, Ellerbeck, Danforth and Broadview using an on street transfer. Given the frequent congestion of streetcars on Broadview awaiting entry to the station, the bus service will add to the congestion at Danforth northbound. The arrangement of on street stops for the four bus routes affected here has not yet been announced. Running time has been added to allow for the around-the-block loop except in cases where there was already enough recovery time in the existing schedule.

Updated May 24, 2016: Brad Ross at the TTC has provided the preliminary construction notice for the service and street changes. In addition, the Brick Works shuttle bus which normally loads on Erindale outside of Broadview Station will be relocated to Chester Station.

Bayview Services Reorganized

Peak period frequent service on 11 Bayview now ends at Davisville & Bayview, but this will be extended to Sunnybrook Hospital with every second bus running through to Steeles.

The 28 Bayview South route serving the Brick Works now operates only on weekend daytime hours, but will provide service during all periods.

Victoria Park North

Service in York Region on Victoria Park will now be provided by York Region Transit. The 24D Victoria Park branch to Major Mackenzie will be dropped and all service will turn back at Steeles Avenue. The 224 Victoria Park North route will cease operation.

Richmond Street Construction

All Downtown Express services will divert westbound from Church to Peter while Richmond Street is rebuilt from Victoria to York. Whether there will be any provision to assist the left turns west-to-south at Peter that will block 501 Queen Service (itself forced to divert and turn south at Spadina for water main construction) remains to be seen.

New Service for the Waterfront and King Street

At its meeting on March 23, 2016, the TTC Board will consider two reports on major revisions to transit service in the Waterfront and on King Street.

The changes will address a backlog of route and service issues in one package:

  • Through routing of the 72 Pape bus from Pape Station, suspended during construction at Union Station, will be restored, albeit on a different route.
  • Additional service will be provided on Queens Quay East by the 72C Pape to Union Station branch, although this is likely to be infrequent.
  • A new route, 121 Fort York – Esplanade will be created composed of the former Esplanade portion of the 72 Pape (later 172 Cherry) bus route plus an extension serving the Railway Lands and Fort York.
  • A new streetcar route, 514 Cherry, will operate as an overlay to the 504 King car replacing some or all of the supplementary bus service between Dufferin Loop and the new Distillery Loop on Cherry Street south of Mill Street. This service will operate with Flexity streetcars, subject to availability.
  • The conversion of 511 Bathurst to low floor operation will be delayed by about three months.

The changes will be implemented on June 19, 2016. The detailed service plans have not yet been published, but there is some information in the staff reports.

Charlotte Street Reconstruction

The TTC will be rebuilding the track at the intersections of King & Charlotte and Adelaide & Charlotte beginning on March 29. Charlotte Street forms the eastern part of the loop used by 510 Spadina cars at King Street.

For the period from March 29 to April 10 while King & Charlotte is under construction:

  • 504 King streetcars will divert eastbound via Spadina, Queen and Church, while westbound service will divert via York, Queen and Spadina.
  • 510 Spadina streetcars will all operate at least to Queens Quay loop.
  • A 504 shuttle bus service will operate between Strachan and Church diverting around the construction via Richmond westbound and Front eastbound.

For the period from April 11 to 26 while Adelaide & Charlotte is under construction services will operate on their normal routes, although 510 Spadina cars will continue to operate to Queens Quay rather than turning at Adelaide.

 

Does More Running Time Improve Service?

[This is a long article, and I won’t hold it against anyone for failing to read all the way to the end, or not looking at every page of every chart. The issue here is a system-wide one of how service is scheduled and managed using routes where the TTC is attempting to improve operations as a reference.]

At the TTC Board Meeting of December 2015, Chief Service Officer Richard Leary gave a presentation “Performance Based Service” outlining the work done to date to improve the reliability of surface routes. [A YouTube video of the presentation is also available.]

The focus of changes made to several schedules has been that end-to-end running times should reflect actual on-street conditions rather than presenting drivers with an unattainable goal that cannot be met during typical conditions, let alone anything unusual such as poor weather or unusually bad traffic congestion.

The changes to date are summarized in the table below.

In some cases, the extra running time is provided simply by widening the headway. For example, if a route takes one hour, and it has a bus every 10 minutes, that’s six buses. Extending the headway to 11 minutes would change the round trip to 66 minutes with no added cost. In theory, if this allows vehicles to stay on time, better service might actually be provided because all buses would show up as planned. That, however, depends on them being properly spaced so that their capacity is evenly used.

In other cases, where the problem is not just scheduled time but also capacity, more vehicles can be added. In the example above, a seventh bus would allow the headway to stay at 10 minutes while the trip time went up to 70. With the long-standing problems of a constrained fleet, this is only possible in off-peak periods, or by raiding other routes for vehicles.

TTC Service Changes Effective January 3, 2016 (Updated)

Updated December 8, 2015 at 12:30 pm: I checked with the TTC about the termination of both the 509 Harbourfront and 511 Bathurst routes at Fleet Loop rather than simply running one route between Bathurst and Union Stations. Here is the reply from TTC Service Planning:

We considered running a 511 (Bathurst Stn-Union Stn) service but ruled it out for two main reasons. Firstly, stop usage on Fleet west of Bathurst has greatly increased in the last year, and serving these stops only with the shuttle bus would introduce a transfer or longer walk for too many people. Secondly, because of the road configuration and traffic patterns, it is not possible to have a northbound stop for through 511 cars on Bathurst at Lake Shore. The nearest stop would be the existing 509 stop on Bathurst farside of Queens Quay. This adds to the walking distance for customers heading to Fleet Street, and requires customers to cross an inhospitable intersection.

A “Reset” For Waterfront Transit Plans? (Updated)

Because the options for the Waterfront West line are not fully explained or explored in the City report, I have added the drawings of the options from the Environmental Assessment to the end of this article.

A few weeks ago, I reported on a presentation at the TTC Board meeting by Deputy City Manager John Livey on the status of various rapid transit plans and studies. This was by way of a preview of reports that were expected at the City’s Executive Committee meeting on October 20, 2015.

One of these reports has now surfaced on the subject of Waterfront Transit, while another on SmartTrack is still in preparation. (Reports on the Relief Line and Scarborough Subway studies are not expected until the new year pending results from the UofT’s new demand model.)

The new report proposes a “reset” in the status of the many waterfront studies and proposals given that many of them are incomplete or out of date. The area of study will be south of Queensway/Queen from Long Branch to Woodbine, although there is passing mention of Scarborough which has its own collection of transit problems in the Kingston Road corridor.

The fundamental problem along the waterfront and areas immediately to the north is that population and plans for development continue with no end in sight, while transit planning, such as it exists at all, looked much further afield for signature projects. Moreover, origins and destinations in the present and future waterfront are not conveniently located along a single line where one scheme will magically solve every problem. Transit “downtown” is not simply a matter of getting to King and Bay. There is a mix of short haul and long haul trips, and a line designed to serve the first group well almost certainly will not attract riders from the second.

There has been significant growth in many precincts along the waterfront, including South Etobicoke, Liberty Village, Fort York, King/Spadina, City Place, South Core, and King/Parliament.  Further, significant growth is planned for emerging precincts, including Lower Yonge, East Bayfront, West Don Lands, North Keating, Port Lands and the First Gulf site.  There is currently a latent demand for transit south of Front Street as witnessed by transit loading on the King and Harbourfront streetcar services.  King Street, for example, represents the most southerly continuous east/west transit line and is regularly experiencing near or at-capacity conditions through much of the weekday peak periods.  The extent of latent and anticipated future demand creates an imperative for defining a long-term transit solution as soon as possible. Better transit on King and Queen, whatever form it might be, will address demand from redevelopment of the “old” city north of the rail corridor, but it cannot touch the “new” city south to the lake. Service on the rail corridors (Lake Shore and Weston) can address some longer trips, but with constraints on both line capacity and service frequency. Despite politically-motivated claims, the GO corridors will not be “surface subways” with service like the Bloor-Danforth line, and GO service is constrained to operate through some areas that are not well placed relative to the local transit system.

Blue Night Service Expansion: Fall 2015

The overnight “Blue Night” network will see many changes and additions this fall. These will be rolled out in two waves: first with the September/October schedules on Labour Day weekend, and the remainder with the October/November schedules at Thanksgiving.

This is part of a more extensive expansion of service beginning in September that relates to the Ten Minute Network, All Day Every Day service, and improved crowding standards on routes with frequent service. Those and other changes will be described in a separate article.

Here are maps of the network as it exists now, and with the two stages of additions:

Several of the routes will be renumbered so that the night services match the daytime routes except for the using “300” series. In the case of the King and Spadina night services, they will run, at least initially, with the daytime route numbers because there are no roll signs for “304 King” or “317 Spadina” in the CLRV/ALRV fleet. This problem will vanish as the routes convert to Flexity cars with programmable signs.

All services will operate on 30 minute headways.

This implementation is a work-in-progress, and Service Planning does not expect to turn to the question of timing points until the routes are in place. This is a vital piece of work for a network with wide headways where TTC performance stats show that headway (and, by implication, schedule) adherence is very weak. Riders of these routes should be able to depend on vehicles appearing at expected times and connections to work in a predictable way. This is as important a part of the new service as simply putting the buses and streetcars on the road. If service is not predictable in the middle of the night, riders cannot be expected to use it especially for trips that are time-sensitive such as early morning work shifts.

504 King Cars Returning to King Street (Updated)

After a long absence courtesy of a shutdown of the King Street branch of the Queen/Don Bridge, streetcars will return to King east from Parliament to the Don on Friday, June 5. This will put the 504 King and 503 Kingston Road Tripper cars back on a route they have not seen since mid-2013.

Construction under the Don Bridge of infrastructure to support the development of West Don Lands undermined the bridge foundations which, as it turns out, are wooden piers. Infrastructure Ontario, the agency in charge of the overall project to build the Atheletes’ Village in the WDL, has claimed that King Street would reopen at several possible dates going back to fall 2014.

This will also mark the first streetcar traffic over the new intersection at Sumach Street that leads south to Cherry Street, the WDL and the Distillery District. That line is expected to begin service in Spring 2016 when new residents start moving in to the neighbourhood. The TTC has not yet announced what route structure will be used to serve Cherry south to the loop at the rail corridor (just north of the old Cherry Street Tower).

A comment left by a reader in another thread adds a few details:

503/504 service will be restored on King St. East between Parliament St. and Queen St. East at 5 AM June 05 2015. The city and its contractor (Aecon) have completed repairs and the TTC has replaced the trolley wire. Test streetcars have already been conducted with good results. The TTC will be posting at stops and on web site of changes, as well as having alternate duties employees at the affected Queen St. East stops to advise customers of the restoration of service. (nfitz will be very happy)

The century-old housing that provided a backdrop for diverting King cars on Parliament will soon disappear under yet more new condominiums.

Meanwhile, down on King, the landscape has changed a lot since the 504 last plied these rails. The black building is a new condo while the brown one across the street, with a Tim Horton’s that has been busy from the day it opened, is a new Toronto Community Housing building.

At Sumach, the new intersection leads south to track on Cherry that will be activated in Spring 2016 when new condo residents move in to what is now the Pan Am Games Athletes’ Village.

A New Way To Measure Service Quality?

At its recent Board Meeting, the TTC received a presentation [scroll to p. 3] from Chief Service Officer Richard Leary on plans to update management and measurement of surface route service quality.

The monthly CEO’s report includes a number of “Key Performance Indicators” (KPIs) intended to track various aspects of the transit system. However, the methodology behind some of the KPIs, notably those related to service quality, leaves a lot to be desired. Moreover, information that could track basic issues such as vehicle reliability is not included. This begs the question of whether the indicators exist more as a security blanket (“we have KPIs therefore we are good managers”) than as meaningful management tools, not to mention as reports to the politicians and public.

A telling chart on page 6 of the presentation shows how badly the TTC has drifted from transit industry norms:

The TTC aims to have almost enough vehicles available for service relative to actual needs, and operates with a lower spare ratio than the industry overall. This has two effects.

  • When unusual demands for service arise, there is no cushion to roll out extras.
  • Vehicles are not maintained often enough to prevent in service breakdowns. This shows up in a mean distance between failures that is very much lower than the industry average.

The situation is actually compounded by an internal measure of service delivery: a garage counts a bus as “entering service” if it makes it across the property line onto the street. Whether the bus runs for an entire day or breaks down a block from the garage, it counts toward service provided. This is complete nonsense, but shows how the construction of a metric can induce behaviour that is counterproductive. Actually keeping the bus in the garage could allow it to be repaired and improve reliability, but that’s not what the garage is measured for.

Moving to a higher spare ratio and more frequent routine maintenance on vehicles is expected to yield better service with fewer in service breakdowns. Late in 2014, the TTC began this shift by slightly increasing spare ratios at each garage, and the MDBF for the bus fleet has risen to 7,000km. This will have to be tracked over a longer time, however, to ensure that the improvement is permanent and can be linked to further increases in spares and maintenance work.

This has a non-trivial cost for the TTC. With a total scheduled service of about 1,500 buses, a 6% increase in spares represents 90 vehicles, or a substantial portion of a typical yearly bus purchase, not to mention a fair amount of garage space.
