A Few Questions About “Emerging Transit Plans”

At the February TTC Board meeting, Chief Planner Jennifer Keesmaat took the Board through the road show presentation she and her staff have been taking around Toronto with the proposed new Toronto transit plan. This issue was held over to the March Board meeting because, for procedural reasons, there were limited questions in February.

One major issue here is that the body actually charged with setting transit policy, the TTC Board, was being briefed on a plan they had not seen before, and to which they had given no input or direction. This is only partly explainable by the fact that any long-term transportation plan would form part of the city’s Official Plan, and the Planning Department “owns” that document. However, one would hope that members of the TTC Board would have at least a passing familiarity with what was in the works. This situation is complicated by the presence of “citizen” members who are not also Councillors and are not part of the information flow, such as it is, at City Hall.

The plan and supporting reports will go to City Council a week after the TTC meeting.

A major problem, of course, is that “planning” in Toronto consists of catering to the whims of the Mayor, influential Councillors, the Minister of Transportation (and his government), and senior members of the government caucus. To describe planning in this context as unbiased and purely “evidence based” is something of a stretch.

That said, the situation is better today than in recent years because, at least, all of the proposals are on the table at once, and it is more difficult to dress up a bad proposal when it must compete for attention and analysis with many others at the same time. This does not prevent Councillors from making the attempt at advancing their pet projects, but some degree of comparative evaluation might keep them in check.

Is Anything Left of SmartTrack?

In the City Planning report at Executive Committee on March 9, 2016, two options for the configuration of a “combined” SmartTrack and GO Transit/Regional Express Rail (RER) service remain on the table. These are referred to as Option C and Option D.

The number of trains/hour cited here has bothered me for some time, and a recent conversation with Jonathan Goldsbie of NOW Magazine got me digging a bit deeper. Here is the service plan for the Stouffville and Kitchener corridors as shown on the Metrolinx RER website, in the “How Will I Benefit” page.

Peak service on the Stouffville corridor totals 7 trains/hour or one every 8.6 minutes as shown in Options C and D.

In the Kitchener corridor, there are 8 trains/hour, but two of these are service to Kitchener which would run express from Bramalea to Union leaving only 6 “local” trains in that segment.

The service levels and station plans have profound implications for the transit network now under study.

  • There is no distinct SmartTrack service, only GO trains and (maybe) a few new stations. There will be no “SmartTrack” branded fleet.
  • If TTC fares will be offered on SmartTrack, this will really consist of giving people cheaper rides on service GO is already operating.
  • If “Regional Fare Integration” means that TTC rapid transit (subway) fares rise and GO fares for short trips come down, then SmartTrack will be a cash grab from subway riders to cross-subsidize SmartTrack riders on GO trains.
  • Demand models for SmartTrack indicate that very frequent service at TTC fares is required to attract substantial ridership, with 12 trains/hour (one every 5′) performing best in the model runs. The proposed service is considerably less frequent. “TTC fares” implies full transfer rights at no premium to and from the TTC network.
  • The existence of frequent SmartTrack service and stations in Scarborough is an integral part of the plan to build the subway extension as a one-stop express route to the Town Centre.
  • Part of the justification for keeping the Relief Line alignment to the north along Queen Street rather than King is to avoid competition with SmartTrack. However, there won’t be any SmartTrack service for it to compete with, only GO trains.
  • Tax Increment Financing requires that SmartTrack contribute something to the uplift in property values that would not occur absent the new service. However, the “new” service will entirely be GO Transit’s, and it will occur whether anything called SmartTrack exists or not.

The obvious question here is “where is SmartTrack”? In fact, it has completely vanished from the map, and at best would be represented by a handful of new stations, none of which is in Scarborough in Option D.

Is this the master plan, the culmination of John Tory’s election campaign and all of the vitriol poured over his critics?

Transit Network Analysis, SmartTrack and the Mysteries of Future Growth

Among the many reports (scroll down to the bottom of this document for links) coming to Toronto’s Executive Committee on March 9 is a short paper on Transit Network Analysis, three detailed demand projections and a paper about  Growth Assumptions. Although this has the neutral title Population and Employment Projections, it is in fact a review of the effect of SmartTrack on development in the Greater Toronto Area. The main report is titled Commercial & Multi-Residential Forecasts For The Review Of SmartTrack.

The paper is authored by the Strategic Regional Research Alliance, or SRRA, whose primary focus is real estate market tracking and projection. This organization (or its principals) were involved in the reports leading to the original SmartTrack plan in now-Mayor Tory’s campaign, specifically:

A fundamental premise running through all three papers, and perpetuated in the SmartTrack proposal, was that downtown Toronto was more or less fully built-out, and that future commercial growth would occur primarily in two major centres outside of the city, the large area around Pearson Airport and an equally large area around Markham. The potential for additional growth within Toronto itself was regarded as low, and therefore major expansion of the rapid transit network would focus on the two big suburban nodes.

At the Mayor’s direction, SRRA was retained as a consultant to the planning work now underway by the City of Toronto. This raised eyebrows both at Council for the crossover from a campaign support role to consultant, and also at Metrolinx where SRRA’s principal, Iain Dobson, had been appointed to the Board during the latter days of Glen Murray’s term as Ontario Minister of Transportation.

Although there is reason to take the new SRRA report with a grain of salt, the document makes interesting reading including a shift in some of SRRA’s outlook compared to their earlier work.

Which Land Use Model is Toronto Actually Using?

This report is supposed to be background to the overall planning study coming to Executive, but its focus is exclusively on the effects of SmartTrack. There is little mention of the development effects of other initiatives including the Scarborough Subway Extension (SSE), the Eglinton Crosstown LRT. Also, in part because ST and the GO/RER proposal cover the same territory and share stations, it is unclear how much change to development patterns occurs specifically due to SmartTrack and how much to the two services operating in one corridor.

Other background studies examine ridership effects of various combinations of SmartTrack, the SSE and the Relief Line, and these clearly must have an underlying land use, population and job location model. How this was developed or relates to the SRRA study is not clear.

That said, for the remainder of this article, I will concentrate on the SRRA text and its underlying assumptions.

Demand Projections for Relief Lines

The City of Toronto Planning Department has published a set of demand projections for various combinations of the (Downtown) Relief subway line, SmartTrack, and the proposed northern extension of the Yonge line to Richmond Hill.

This document makes interesting reading because it shows both the status of the evolving master transit plan that went into the modelling, and the vital point that additional capacity into the core area is essential to prevent complete gridlock on the subway system. Both SmartTrack and the Relief Line are essential to a future transit network.

That said, the report raises several issues in part by what it does not talk about, specifically some of the network configurations that have already been presented in various studies.

Alignment Options for the Relief Line, and Other Model Variations

This question of the Relief Line’s alignment is subdivided into two parts: what is the scope of the line, and which route will it take to link Danforth to the core area.

The big options include:

  • A “little J” route from Yonge Street to Danforth
  • A “big J” route from Yonge Street to at least Don Mills & Eglinton, possibly beyond
  • A “little U” from Danforth to Bloor West via downtown
  • A “big U” with northern extensions of one or both arms of the “little U”

Work has focussed on the “little J” because that is the scope for a Relief Line so long discussed, and approved for study by Council. Therefore the model numbers do not show any effect of taking the “little J” further north to intercept more traffic bound for the Yonge line. This has already been reported by Metrolinx as a very beneficial extension to the RL.

Within all of the options, there are permutations of a Danforth to Downtown route:

  • The north-south segment could lie on either Pape of Broadview.
  • The Don River crossing could be at Queen, or further south to allow the line to serve the Unilever site.
  • The route into the core could be via Queen or King.

A northern route via Queen makes for a simpler river crossing, but the southern route picks up a major new employment district. The King Street route into downtown also attracts more riders than a Queen route.

City Planning staff have erroneously talked of a King route as if it could only exist as part of the southerly Unilever site alignment, when their own study clearly shows the option of a route crossing the Don at Queen, and then veering into King Street. The more northerly crossing is preferred because it will be easier to build under the river at a narrower point.

The following permutations were modelled to see how they would perform:

  • Broadview to Queen
  • Broadview to Queen to King
  • Pape to Queen
  • Pape to Queen via Unilever
  • Pape to Queen to King
  • Pape to King via Unilever

Of these, the two most promising were the Pape to Queen options with the only variation being whether the line ran to downtown via Queen or via King after crossing the Don at Queen Street. For this article, these are the only two whose demand projections I will discuss.

Further east, there is the question of the Scarborough Subway extension and SmartTrack. Model runs were performed with three variations:

  • No SmartTrack
  • SmartTrack on a 15 minute headway (4 trains/hour)
  • SmartTrack on a 5 minute headway (12 trains/hour)

The SmartTrack cases used a modified land use plan that assumed SmartTrack itself would cause growth that would not otherwise occur. This causes increases for the Relief Line’s projected demand when it is matched with a the lower level of SmartTrack service (4 trains/hour) because the latter does not attract as much riding as the Relief Line.

All model runs used a Scarborough Subway (SSE) with its original three stops, not the “optimized” version serving only Scarborough Town Centre. The disconnect between what is modelled and what is proposed indicates that some of the plan’s elements have changed very recently. The model is supposed to catch up to the plan in future iterations.

None of the SSE or ST figures are included in this report, and so we cannot see how the model divided up demand between them, albeit with the “wrong” station configuration.

Finally, the Richmond Hill extension was added to the model networks to see how it would affect demand on the critical downtown segment and Bloor Yonge Station.

All of these numbers must be taken with awareness of the limitations on what has been modelled, notably:

  • With the RL ending at Danforth, the potential benefit (and hence RL demand) of the “big J” is unknown.
  • The five-minute service on SmartTrack, identified in a previous study as essential to attract riders, may not be physically possible given constraints on sharing the network with GO.
  • It is unclear whether SmartTrack will actually operate at no fare premium above local TTC services, another essential component of making this service attractive to riders.
  • The effect of SmartTrack in the downtown segment, including the degree to which it would duplicate an RL at the Unilever site, depends on the ability to operate frequent ST service.
  • The relative roles of the Scarborough Subway and SmartTrack in attracting riders is unknown because the now-proposed station layout has not been modelled.

That is a long list of variables. Many of these will be addressed in updated model runs expected in coming weeks, but readers should be careful not to take the current model output as definitive.

Nonetheless, the report concludes that treating SmartTrack and the Relief Line as options is misguided because both will be required to accommodate future demand to 2031 and beyond. Addition of the Richmond Hill extension to the mix will exhaust the Yonge line’s capacity by 2041. This makes further study of the “big J” quite important.

The findings in this Summary Report make clear the importance of the Relief Line. It is apparent that both the Relief Line and SmartTrack will be required in the future to ensure the efficient operation of the existing and proposed future transit networks. Additional work is required to assess the potential benefits of extending the proposed Relief Line north of the Bloor-Danforth subway to Eglinton Avenue and potentially to Sheppard Avenue. [p 3]

A Rainbow of Rapid Transit

In Toronto’s never-ending fascination with new transit maps, the City Planning department has released a vision for our rapid transit network as it will be in 15 years.

Despite much talk of “evidence-based” planning, this is a very political map, and I cannot help remembering then-Premier David Peterson’s announcement of 1990 (not long before he lost an election and Bob Rae wound up as his much-surprised replacement) that amounted to a chicken-in-every-pot map.

There is nothing wrong with network-based planning, and indeed I have been beating a well-worn drum on that subject for years. But let us also remember that the Scarborough Subway exists because of the political clout of Brad Duguid, a former City Councillor, now Ontario’s Minister of Economic Development. Mayor John Tory, in Toronto Life, cites Duguid as saying that “if anyone tries to cancel the [Scarborough] subway, they’ll do it over his dead body”. “Evidence” apparently includes having a large cudgel to keep wandering pols in line.

The map also includes the Mayor’s pet project, SmartTrack, and it’s no wonder that he steers clear of the Minister’s position given the need for a provincial agency, Metrolinx, to accommodate SmartTrack on their network.

All of this is part of the “Motherlode” of public consultation sessions now running in various places around the City, and through Metrolinx in the wider GTHA. Background information and links to related material are available at Toronto’s TransitTO web site.

How Will SmartTrack and GO/RER Co-exist?

Metrolinx has published an update on studies of how the proposed SmartTrack service will be integrated with its own GO/RER (Regional Express Rail) offering. This will be considered at their board meeting on February 10.

This covers several issues, and begins to nail down just what SmartTrack might, or might not, resemble that is beyond the scale of postcard election literature. As we already know, major changes are planned to the western leg where the Crosstown West LRT will take over the function proposed for SmartTrack beyond Mt. Dennis. To the east, SmartTrack remains in the GO Stouffville corridor, but the Scarborough Subway Extension (SSE) has been scaled back to a one-stop line serving only the Town Centre, and the Crosstown East LRT will provide service to eastern Scarborough.

This graphic is amusing for its complete contrast with the way that Metrolinx/GO presented electrification of their services during early days of public consultation. That hit a low point when it was suggested that electric trains might not work in snow.

Note that the official line now is that lots of cities use this type of service, and that electrification is an integral part of the package.

Metrolinx owes us all an apology for their initial foot-dragging and misinformation campaign. Now if only they had been more supportive of LRT during the dark days of Rob Ford.

Relief Line, SmartTrack, GO/RER, Scarborough Subway Consultations

Toronto City Planning has released a draft list of upcoming public consultations on various transit plans including:

  • The Relief Line
  • The Scarborough Transit Plan (Subway, SmartTrack, Crosstown East LRT)
  • The Western SmartTrack Plan (SmartTrack, Crosstown West LRT)

Additional meetings and information about Metrolinx plans (GO Regional Express Rail) will be organized by that agency.

Even more information will be available in March 2016 when the City releases a compendium report on all transit initiatives currently under study. These will include items listed above as well as the “Waterfront Reset” study, TTC Fare Integration proposals and a review of how (or if) Tax Increment Financing can contribute to the many transit projects under review. The intent is that this report will form the basis for public consultation and debate leading to recommendations at Council in June 2016. This is a very aggressive schedule, and there is no indication how consensus will actually be achieved in so short a time, especially with the usually-secretive Metrolinx as an essential player. At least the discussion will be at a network level, not ward-by-ward with a “relief” line for every member of Council, and there will be some filtering of various schemes based on engineering and operational realities.

What is sadly missing from all of this is a discussion of day-to-day transit operations and the backlog in the state-of-good-repair budget. We can blithely discuss billions worth of subway building to Scarborough and a Relief line, but Council won’t fund the basics of running a transit system.

SmartTrack: Now You See It, Now You Don’t!

Oliver Moore in the Globe and Mail reports that there have been major changes to the SmartTrack plan, to wit:

  • The western branch of the service to the Airport district will be provided by the western extension of the Eglinton-Crosstown LRT as originally proposed.
  • “SmartTrack” per se will operate as a heavy rail service overlaid on GO Transit with the initial phase running from Mount Dennis to Kennedy Stations.
  • The northern extension of “SmartTrack” to Markham will be a separate phase of the project.

According to Moore, the cost of adding SmartTrack to GO under this configuration would be much, much less than the originally quoted figure for the entire line. In turn, this would free up substantial capital spending headroom in City plans for other projects.

SmartTrack service at 15 minutes (the level proposed in Tory’s campaign) is far too infrequent to attract much riding, and especially to make a dent in demand on the existing subway interchange at Bloor-Yonge. We saw this in the June 2015 Metrolinx demand projections that were far more favourable to a Relief Line operating north to Sheppard and Don Mills. However, getting SmartTrack service down to as close a headway as every 5 minutes will be challenging for Metrolinx and for the corridors through which this would operate. There are no details yet on how this would be achieved.

The Eglinton West LRT has always been the superior way of serving this corridor compared to the heavy rail SmartTrack scheme. ST foundered on major problems with constructibility and neighbourhood effects, issues that were dismissed in a stunning display of cavalier “expert” knowledge during the campaign. Planning by Google Maps from an office in the UK has its limitations, but Tory’s campaign relied on this “expertise”. One shameless professor even rated ST with an “A+” in the CBC Metro Morning interview.

Keeping the first phase of ST confined south of Eglinton on both branches limits the operating costs the City must bear if this to be truly a “Toronto” project with “Toronto” fares, and it avoids the complexities of building into the 905.

Indeed, SmartTrack began as a real estate development scheme to make commercial property near the Airport and in Markham more accessible from downtown in a series of studies that actually claimed the market for downtown office space was static and falling. Yet another expert should be eating crow pie from his perch on the Metrolinx board. It was never clear why Toronto should shell out billions to improve property values in the 905, and this task now falls clearly to Metrolinx where it belongs.

The eastern leg of SmartTrack, north from Kennedy, obviously competes with the Scarborough Subway Extension, and there is no need for two routes serving the same demand, especially when GO already plans substantially improved service in the rail corridor. The long-standing issue of SSE demand may be clarified by the absence of SmartTrack as a competing service.

It is no secret that my own position would be to revert to the LRT plan in Scarborough, but that train has probably left the station, especially if the City can “save” a small fortune by scaling back on SmartTrack.

These changes could also foreshadow a revised schedule for the LRT projects at a time when “shovel ready” projects are in demand to soak up new federal spending. Eglinton West’s LRT extension is relatively easy to build, and it could be started soon enough to complete concurrently with the main Crosstown route. There is also the matter of the Sheppard East LRT including its proposed service linking to UofT Scarborough campus.

Coming weeks may bring many sputtering denials, or possibly, much improved clarity and acceptance of an – at last – realistic plan.

 

 

A Smarter SmartTrack

The SmartTrack scheme was born of an election campaign, but it was John Tory’s signature project, one he is loathe to relinquish despite its shortcomings.

What’s that you say? I am just being one of those “downers” who cannot see our manifest destiny? What’s that line about patriotism and scoundrels?

At the recent Executive Committee meeting, Tory actually had the gall to say that during the campaign, he didn’t have access to a squad of experts and had to make do with the people he had. Funny that. This is the crowd that estimated construction costs on the back of an envelope, who “surveyed” the line using out of date Google images, who ignored basics of railway engineering and capacity planning to make outrageous claims for their scheme.

When the dust settled and John Tory became Mayor Tory, I thought, ok, he will adapt his plan. Indeed, it didn’t take long for a reversal on TTC bus service and the recognition that Rob Ford had stripped the cupboard bare and then started to burn the lumber at the TTC. A campaign attack on Olivia Chow’s (far too meagre) bus plan changed into championing the restoration of TTC service to the days of the “Ridership Growth Strategy” and beyond. Good on the Mayor, I thought, he can actually change his mind.

SmartTrack is another matter, and what Tory, what Toronto desperately needs is a fresh look at what GO, SmartTrack and the TTC could be if only the fiefdoms and the pettiness of clinging to individual schemes could be unlocked. That would take some leadership. I wonder who has any?

Inevitably comments like this bring out the trolls who say “so what would YOU do” (that’s the polite version). Here’s my response as a scheme that bears at least as much importance as a way of looking at our transit network as the competing visions in the Mayor’s Office, Metrolinx, City Planning and the TTC.
