A Few Myths About Subway Capacity (Updated)

Updated October 18 at 10:15 am: A few comments about system reliability during bad weather have been added as a postscript to this article.

In a recent post, I wrote about the TTC’s Capital Budget and the projects that are creeping into view as the true cost of adding capacity to the subway becomes evident.

Once upon a time, the TTC was really worried about the capacity of Bloor-Yonge Station, and came up with a scheme to add a third central platform on the upper (Yonge) level, and possibly a second, eastbound platform on the lower (Bloor) level.  Interest in this project faded with the dwindling riding of the mid-1990s, but it never completely vanished.  Plans such as a Richmond Hill extension raised concerns about YUS capacity even before recent ridership growth took back the “surplus” capacity available for many years to hide the problem.

Independently of the third platform proposal, the TTC came up with a plan to add to the number of trains on the line.  If only they could convert to automatic train control (ATC), they could decrease the headway of trains and add to the line’s capacity.  In practice, what happened was that the TTC had to replace the existing, worn out signal system anyhow, but really wanted other governments to buy into the project.  At that point, ATC’s justification became not only the rejuvenation of the subway (a maintenance project), but a way to add capacity at lower cost than building a new line.

Of course, the trains the TTC was running, the H-series cars and the newer T1 fleet, are not equipped for ATC.  A retrofit of the T1 fleet is possible but expensive, and this drives a “need” for a completely new fleet simply to make use of ATC on the Yonge line.  In earlier fleet plans, the TTC treated the entire system as one pool and simply counted trains regardless of which type they might be.  Now, however, they need a “YUS” fleet that can run ATC and a “BD” fleet that will run with conventional manual controls.  (It is unclear what will happen if a BD train finds its way onto YUS trackage, say, for a diversion.)

With the recent, overdue arrival of the first TR train in Toronto, there were bold statements by the Mayor no less (although he was just parroting the TTC) about how these new cars would allow a 40% increase in subway capacity.  Well, yes, maybe, but there’s a catch.  Several catches, in fact.

Toronto Rockets Are Here, But Not Rolling Yet

On October 14, Torontonians finally got a look at their new “Toronto Rocket” subway cars, although to do so they had to wade through a bevy of politicians and media.  Many stirring speeches were heard from all levels of government, and from the manufacturer, Bombardier.  Any mention of keeping jobs in Canada brought rousing applause.

The new cars have been some time coming going back to an order in 2006 that should have been on the rails last year.  Delays with suppliers are blamed, notably the doors.  One wonders why the contract wasn’t simply given to another supplier, or if other factors were involved leaving the doors as a handy scapegoat.

There are two striking features of these cars, one physical, and one technical:

  • From the passengers’ viewpoint, a six car trainset is one continuous space.  This will allow people to roam through the train to better distribute loads, and also frees up space used for mid-train cabs and car ends to become part of the passenger compartment.
  • From the technical point of view, not only are these trains equipped for Automatic Train Control, they are supposed to be much, much more reliable than their predecessors.  We shall see, given that the T1 cars were, themself, supposed to be a huge improvement over the H-series equipment they replaced.

For the next five months or so, the TTC will be testing its first sets of cars, and revenue service is expected in spring 2011.  Over the next four years, leading up to the Spadina Subway Extension opening in 2015 (itself not a sure thing), the H4, H5 and H6 equipment will be phased out of service, and much of the T1 fleet will shift to the Bloor-Danforth line.  (I will write about fleet planning in a separate article.)

TTC 2011 Budget Preview — Part II: Capital

In my previous article, I reviewed the TTC’s preliminary information regarding its Operating budget for 2011.  Here I turn to the Capital Budget — the one that pays for major repairs, replacement vehicles and system expansion.

Following this budget from year to year can be challenging.  For the better part of a decade it has been clear that there would be a funding crisis as project deferrals accumulated, and now the dam has finally burst and big-ticket schemes are underway.  The early years of such projects tend to have low cash-flows because they are mainly design work and progress payments on smaller preparatory steps (such as the utility relocations and grade separation on the Sheppard East LRT).  Now, as spending builds on Transit City, the Spadina Subway Extension, replacement subway trains and streetcars, the demand for capital will grow.

During the 2010 Budget Cycle, many projects were deferred beyond 2019 so that they would not appear on the City’s or TTC’s books.  This made the depth of the budgetary hole appear more shallow than it really was.  If that were not bad enough, the TTC has created a new group of projects aimed at Yonge Subway capacity problems and, in the process, is partly pre-judging the outcome of a Downtown Relief Line study.  The combined result is that the funding shortfall shown as $1.344-billion in the 2010 budget papers for the years 2010-2019 has grown substantially, and there is now a funding shortfall of $2.8b for 2011-2020.

The staff budget report does not include a detailed breakdown of the projected funding sources.  Much more information was presented in the September 2009 report in the previous budget cycle.  (Note that the 2009 report does not exactly reflect the budget as it was eventually approved by Council.)

For the 2011-2020 budget planning, the TTC is taking the approach that it should show what spending is required, not just which projects fit within the available envelope.  This puts both Council and various funding agencies on notice about the true scope of future needs.  Council may not like the level of spending, but at least a debate is possible on the relative merit of transit programs.

In theory, this is a welcome change as it avoids the “surprise” factor when unplanned spending requests appear out of thin air.  However, there will be some debate about how critical some “required” projects might be, and what additional projects are still hidden out of sight.

The TTC estimates that restoring previously omitted items as well as new additions will raise the capital requirement by $3-billion over the next ten years.  That is a gross number, but the degree to which it will attract subsidies depends on the generosity and enlightenment of other governments. More Toronto Rockets for the TTC

At its meeting on May 6, the TTC approved two add-on orders of Toronto Rocket subway cars.

  • 21 6-car trainsets to replace the H-6 fleet
  • 10 6-car trainsets to provision the Spadina subway extension to Vaughan

The unit cost of the first 21 sets is approximately $15.1-million, while the remaining 10 will cost about $16.3-million each.

These orders will follow the current TR car production at Bombardier’s Thunder Bay plant allowing continuous production at a lower price than if a small Spadina-only order were to be placed closer to the opening date in 2015.

Once these trainsets are delivered, the Yonge-University-Spadina line will operate entirely with TR trains, and the T1 fleet will be shifted to the Bloor-Danforth line.  (The Sheppard line will continue to use T1 equipment that will likely be stored on the YUS, but serviced at Greenwood Carhouse.)

The TTC’s subway fleet plan, presented as part of the 2010-2014 Capital Budget, foresees an eventual fleet of 69 trains on the YUS calculated as follows:

  • Existing service is 48 trains (T1 equivalent)
  • Add 3 for extension of the short-turn operation to Glencairn
  • Add 5 for growth and closer headways with Automated Train Operation (ATO)
  • Add 9 for extension of the short-turn operation to Wilson (when the Vaughan extension opens)
  • Add 1 for growth in each of 2019 and 2020

This gives a total of 67 “T1” equivalent trains.  At this point, the calculation gets a bit murky, but the outcome is roughly the same.  The TTC deducts the extra capacity of the TR trainsets to reduce train requirements by 7, although this very capacity bump is often mentioned as one of the reasons for buying the TRs in the first place.  However, additional effective capacity will be available through the implementation of ATO.

The TTC talks about this in terms of station dwell time, but I believe this is a red herring.  Passenger loading times have nothing to do with ATO.  What will be possible, however, is for trains to operate at a higher speed on those parts of the line where stations are further apart, and this will not require complete re-engineering of the signal system as would have been the case for the existing block signals.  Faster trips mean that the same number of trains can operate on a shorter headway and, thereby, increase capacity.

After allowing for spares at 13%, the total fleet requirement is 69 trainsets and this is the combined size of the three TR orders now on the books.

Yonge Subway Yard Study (Revised)

At its meeting on November 17, the TTC will consider a report on the yard needs for the Yonge-University-Spadina subway. 

Updated November 15 at 6:10 pm:

A reference to the replacement dates for the BD signal system and the T1 fleet has been corrected.  This triggers a discussion of whether the TTC will concoct an excuse to retire the T1’s early on the grounds that it is not worth installing ATO on them.

Updated November 15 at 4:30 pm:

The Subway Rail Yard Needs Study (aka SRYNS) proposes that future operations of the Yonge-University-Spadina line through 2030 be provided through a combination of various facilities:

  • Expansion of Wilson Yard
  • Storage of 6-8 trains at Davisville Yard
  • Consolidation of all non-revenue equipment (work trains) at Davisville Yard
  • Provision of online storage for additional trains at Richmond Hill
  • Sheppard Subway equipment (four 4-car T1 sets plus a spare) would be serviced at Greenwood

However, looking beyond 2030, staff foresee a need for additional storage and are asking the Commission for perimission to protect for a new yard on the Yonge line with purchase of property, should it become available.  This is a rather oddly worded request to which I will return.

The SRYNS was funded by York Region in recognition of the storage and servicing issues that a Richmond Hill subway extension would create for the YUS line.  The study explicitly does not look at requirements for the Bloor-Danforth line, but the report recognizes that this too must be examined.  The restructuring of the fleet and storage requirements for YUS trigger a move of all T1 subway cars to Greenwood, but that yard is not large enough to hold all of them.  In the short term, the TTC owns more T1s than would be required to operate both the BD and Sheppard subways, but this fleet will reach 30 years in 2026 and replacement with newer cars will occur within the timeframe of any projected yard requirements. TTC Capital Budget 2010-2019 (2): Subway Fleet and Service Plans

The TTC Capital Budget contains many projects related to subway fleet, capacity and future operations.  Collectively, these projects amount to billions of dollars and many of them are not yet funded.

There are two major problems faced by subway planners:

  • Everything has a very long lead time, and plans made today need to balance between overspending on capacity we might not need and underspending that could produce future constraints on service.
  • Everything costs a lot of money, and unexpected additions to the budget can crowd out other necessary projects.

Large organizations and projects share issues familiar to many:

  • Left hand, right hand.  One department plans on the assumption that another project will actually happen in the announced manner and on a definite timescale.  Plans change, but co-ordination is less than perfect, and plans go out of sync.
  • In for a penny, in for a pound.  A project is “sold” politically on the basis of improvements it can bring.  However, actually achieving these improvements triggers the need for many follow-on works that are not budgeted.  Proponents of the first project in this chain innocently claim that they were simply creating the ability for some future enhancement.  Privately the attitude may be that the politicians would never approve something if they knew how much it would actually cost.  In a robust economy, the extra funding is always found somewhere, but when times are tight, budget surprises are unwelcome.

Both of these effects can be seen in the TTC’s subway fleet and service plans. Continue reading

Arithmetic Lessons for Fleet Planners

Today’s Commission meeting included one of the more embarrassing presentations I have seen at the TTC in some time.  It wasn’t meant that way, but that’s how it came off.  The topic was the Subway Service Improvement Plan.

The first problem was that this is really two reports in one.  The first major topic is delays, their causes and what the TTC is doing or can do to reduce them.  This material was presented in a less than thrilling manner, and most Commissioners were visibly not paying attention.

The second topic was the subway car fleet plan.  This has always been something of a black art influenced as much by whatever size order Bombardier needs to have for Thunder Bay this week rather than solid planning.  However, when the TTC’s own numbers don’t add up and there are blatant mistakes in the analysis, that’s when it gets embarrassing.

We Get Letters

I have received a number of comments recently that have turned rather more abusive about past efforts by myself and others.  Also, I’ve had comments that attempt to trivialize the advocacy of LRT as railfan nostalgia.

TTC Capital Budget: Where Will The Money Come From?

In between many screenings at the Film Festival, I took the opportunity to write up the TTC’s Capital Budget presentation from August 30.  The information here is a combination of the TTC staff presentation, remarks by Ted Tyndorf, Chief Planner for Toronto, and my own opinions.  This is intended mainly as a view of the most recent TTC thoughts on the subject. 

Here are the high points:

  • Expenditures on transit have been deferred over and over again, with most big-ticket attention going to a handful of subway lines.  This is not sustainable.
  • Population and ridership growth is happening faster than predicted, and significant investment in new and improved service is essential.
  • The goals of the Official Plan and Building a Transit City are not worth a penny if we are not going to invest in transit.
  • The TTC budget projections push some projects further into the future than is reasonable if we are going to lead population growth with transit, for example, the Transit First policy for the eastern waterfront. 
  • There is no provision for many new lines including the proposed LRT/BRT network in Scarborough or anything in the Don Mills corridor.

The Bombardier Subway Cars: How Much Do They Really Cost?

This isn’t news to anyone, but I wanted to give a bit of the flavour of the discussion at last week’s TTC meeting on this issue.

The TTC has a very bad habit of bringing forward Capital Budget projects that are incomplete — projects that look to be self contained when they are really only the first in a series.  A simple example is a bus purchase that begets a new garage and a requirement to hire, train and pay more staff.  In theory, we are supposed to see the full project impacts and estimated costs at the outset, but it doesn’t always work out that way.
